Some friends of mine were hand fasted. The plan was to spend the weekend camped at a stone circle, in full medieval dress, whilst the groom performed certain trials such as walking over hot coals, which he was well up for. Meanwhile the bride prepared herself spiritually. The ritual itself was to be pretty much as is in my BOS if you've read that? It's online somewhere anyway. They had a priest and a priestess - 2 other friends to perform all the cermony and stuff while everyone else was meant to take part too of course.
Not sure if they ever did it, I lost touch when I came to Keele and before then her shop moved and I spent less time there - they ran a joint magick shop - tatoo studio called Body Runes, now Mystic Inks.

I don't think it can be unless the pagan priest and/or priestess are recognised religious ministers or judges. Of course, as long as you sign a marriage certificate and register (which takes only a few minutes if you just want it for legal reasons) then you can have a ceremony however and wherever you like. I could be wrong.
